This year we celebrate the 60th anniversary of the beginning of the Great Proletarian Cultural Revolution (GPCR) led by Chairman Mao Zedong. It represents a historical milestone in the historical experience of the World Proletarian Revolution. Looking back over the past decades, we see that its importance has only grown with time, and its imperishable lessons need to be upheld, defended, and applied more than ever. Also, on this day, we pay tribute to Comrade Basavaraj, General Secretary of the Communist Party of India (Maoist), who heroically sacrificed his life almost a year ago in defense of Marxism-Leninism-Maoism, the Party, and the People's War. Eternal honors and glory to Comrade Basavaraj!
Today the objective conditions for the development of revolution in the world are excellent. Revolution is the main political and historical trend. People's wars persist and new ones are about to begin. Today we have a complex situation in which all kinds of wars erupt, coinciding with the growing explosiveness of the masses. Therefore, it is not strange that the defenders of the Old Order, the imperialists and their servants, do everything to confuse the people and spread pessimism. With this, we communists have even more reason to firmly embrace Mao Zedong's strategic concept, widely disseminated during the Great Proletarian Cultural Revolution: Imperialism and all reactionaries are paper tigers! It was precisely with this valiant and defiant spirit that Comrade Basavaraj gave his life. Let us arm ourselves, our class and the peoples in the same way, and no vile revisionist or opportunist defeatism will be able to cause confusion!
Imperialism is in a general crisis of decay.
Imperialism, the highest stage of capitalism, is monopoly capitalism and decaying capitalism. It cannot offer any progress to the masses, only greater wars of theft, exploitation, and oppression. Today, the richest 10% own 75% of the world's wealth. The richest 0.001%, some 60,000 billionaires, possess three times more wealth than half of humanity. It is a process of concentration that is accelerating ever more, at a rate of 8% per year since the 1990s. By 2025, the wealth of billionaires will have grown by 16%, three times more than in the previous five years.
Imperialism represents a massive centralization of capital in the hands of financial capitalists from a handful of countries. Of the 80 companies with the highest cash revenues in the world, 35 are from the United States, 19 are from China, 5 from Germany, and 5 from Japan. This concentration is even greater in banks: each of the 12 largest banks in the world, mostly from the United States or China, has assets valued at more than the entire GDP of Brazil. The world's monetary reserve funds, used by imperialists to increase control and centralization, also express this trend. Currently, US Treasury shares and European sovereign wealth funds together represent 80% of the world's monetary reserves (60% and 20% respectively), while the Chinese renminbi has reached only 2.83%, which shows the hegemonic power of the United States compared to China and other countries.
Imperialism's false discourse on the environment obscures the fact that the richest 1% is responsible for 41% of carbon emissions, and if we consider the richest 10%, the number rises to 77%. At the same time, half of the world's population, the poor, account for only 3% of emissions.
Imperialism, the monopolistic phase of a dying capitalism, far from representing progress, keeps women trapped in exploitation and oppression. Women, who represent half the world's population, receive only a quarter of the wages. Violence against women is also increasing everywhere. However, it was in Gaza that violence against women was the highest in the world, with at least 38,000 women murdered by Zionist hordes.
At least 1.1 trillion people in countries oppressed by imperialism live in extreme poverty. 2.3 billion people face what is called severe or moderate food insecurity and have to cope with runaway inflation. Among these masses, a large portion are the peasants themselves who produce about 70% of the world's food.
The wars waged by Yankee imperialism further exacerbate the acceleration of a new global economic crisis and the worsening living conditions of the masses (further compounded by inflation). The Chinese real estate bubble and the difficulties faced by Chinese imperialists in increasing domestic consumption add to the bubble of large US technology companies (which control 40% of US capital stock).
Imperialism is in a general crisis of decay. When it tries to overcome the crisis, it unleashes its barbarity against oppressed peoples with even greater cruelty, expanding wars of aggression and plunder. In a desperate attempt to maintain its hegemonic role, Yankee imperialism exerts increasing pressure on other Western European imperialists (as well as on Japan and Australia) to force them to follow its dictates and serve its interests, leading to greater contention and an escalation of the struggle between imperialists. New wars of plunder are unfolding in Latin America, Africa, and Asia, including the so-called Middle East.
However, the counter-revolutionary offensive of imperialism, driven mainly since the beginning of the 1990s, which seeks to halt the development of the struggles of the international proletariat and the struggles for national liberation, has completely failed. The objective and subjective conditions for the development of the two forces of the world revolution, the national liberation movement and the international proletarian movement, are developing favorably, clearly showing the beginning of a New Period of Revolutions in the world.
Our Tasks
Even though the subjective forces of the revolution are still relatively weak, even weaker are the Parties, the armed forces, and the regimes of the ruling classes: the forces of counter-revolution rest on a rotten foundation. This provides conditions for the forces of revolution to advance by leaps and bounds. Under these conditions, the forces of the entire international communist movement face a great challenge: to establish Marxism-Leninism-Maoism as the guiding principle to propel the World Proletarian Revolution forward.
To accomplish this historic task, it is inevitable and urgent to advance the constitution and reconstitution of Marxist-Leninist-Maoist communist parties so that, amidst the harsh class struggle, amidst a situation of wars of all kinds, they are capable of developing revolutionary war, the People's War, to propel the World Proletarian Revolution. Communists throughout the world have two urgent tasks. The first and foremost is to defend the red flag of Marxism-Leninism-Maoism waving in India, to close ranks with the Communist Party of India (Maoist) and to raise support for the People's War and take it to new levels, rejecting the combined attack of Imperialism, Revisionism, and Reaction. Secondly, to boost the global anti-imperialist mobilization, increasing its combativeness through actions that shatter the legalistic and reformist shackles that opportunism and revisionism attempt to impose, unleashing the righteous anger of the masses, especially supporting the struggles against imperialist aggression and for the national liberation of nations and peoples in Latin America and the Middle East, which are the basic aspect.
This new period is marked by a fact of great transcendence: the Al-Aqsa Flood of October 7, 2023. This event was not only a heroic act of an oppressed people, but also a defeat for Yankee imperialism in the region. The counter-offensive of the Palestinian National Resistance on October 7 completely removed the foundations of the regional and world order. It showed that those at the bottom no longer accept living as before, and that those at the top cannot continue governing as before. All this development of the world situation is profoundly marked by this great event. The Al-Aqsa Flood represents the defeat of the Oslo Accords and the Abraham Accords, and a blow against the State of Israel, the main bastion of US imperialist power in the region, and forced Yankee imperialism to help the State of Israel more than ever before and to intensify its war of aggression to maintain its dominance.
The Palestinian National Resistance fought heroically against the atrocious genocide for three years, against an enemy armed and financed by the most powerful imperialist power in the world, with superior weaponry, forcing it to seek a peace agreement. The entire world was shown the "paper tiger character" of Yankee imperialism and its Israeli lackeys. The contradictions deepened within Israel; Israel is more dependent on Yankee money and weaponry than ever before to survive.
The three years of the unwavering Palestinian National Resistance have raised the political consciousness of the masses worldwide, as a result of the anti-imperialist movement that has developed impressively in all countries, both oppressed and imperialist. The existence of the State of Israel is questioned more than ever by the peoples of the world, who want to see its destruction and the construction of a free Palestine. A new and growing wave of the anti-imperialist movement is reaching every corner of the world, calling for the sweeping away of imperialism and an end to all reaction. After three years of war, the facts show that it is the masses, the people of Palestine, who are truly powerful, and not the American imperialists and their Israeli lackeys.
In its war of aggression against Iran, the United States seeks to achieve "regime change" through its local lackeys and regain control of the country lost in 1979. Among its objectives was to prevent Iran's strategic rapprochement with China and weaken the latter's energy supply. However, it was not merely a war for control of resources. By attacking Iran, the Yankee imperialists also sought to isolate and defeat the national resistance forces against Yankee imperialism in the region. After more than 40 days of a fierce joint military campaign against Iran, Lebanon, Palestine, and Yemen, the United States failed to achieve any of its objectives.
The genocidal Trump and Netanyahu proclaim false victories. Chairman Mao said that Yankee imperialists are extremely arrogant and do not heed reason. This characteristic comes from their own class nature and their current decay. Their arrogance will only lead to greater failures. Despite suffering successive defeats, US imperialism will continue to cause problems until its final defeat; this is the logic of all imperialists.
In Latin America, the United States is accelerating its plans to increase its control in the region. Yankee imperialism orchestrated the kidnapping of President Maduro and Cilia Flores and bombed Venezuela to control the country and its oil. Yankee imperialists bombed the cradle of the independence struggle against Spanish colonial rule, pointing their weapons directly at the peoples of Latin America, especially against the Cuban nation, which has resisted US power for decades, fighting against the criminal blockade and continuous aggression and defending its sovereignty. Today more than ever we must raise the slogan: “Yankees, no! Cuba, yes!”
The vile aggression against Venezuela was only the beginning of a new offensive of imperialist interference and aggression against the continent. In this new situation, everyone will have to choose a side. The side of the majority: that of the indigenous peoples, peasants, working masses of the cities and the countryside, the youth (who enlist in the front lines of the struggle) and the organizations that rise up against imperialist aggression and its lackeys. Or the side of the worst traitors, the partisans of the theory of national subjugation, such as Lula, Sheinbaum, Boric, Petro, who rushed to offer his despicable service to Trump and crawled to the White House to ask for weapons against the peasant war in Colombia, and Mrs. Rodríguez.
Yankee aggression against Latin America, which will undoubtedly grow even more in the coming period, is a real confirmation of the decisive fact that the continent is the weakest link in the imperialist chain, the battlefield where the future development of the World Proletarian Revolution will be defined. In Brazil, the country with the largest concentration of masses in Latin America, battles are being forged that will make the old order and imperialist domination tremble.
The imperialists are extending their forces over vast areas of Latin America, Asia, and Africa. They are also mobilizing their repressive apparatuses within imperialist countries against their own people. The imperialists and reactionaries, like giants with feet of clay, are in reality nothing more than small fortresses, small islands surrounded on all sides. The oppressed peoples of Asia, Africa, and Latin America are part of a vast ocean of masses of the proletariat and oppressed peoples. The more imperialism penetrates these revolutionary zones, the sooner it will find itself surrounded by seas of rebellious masses of the world that will bury it under waves.
The policy of imperialism is to divide peoples by religion, ethnicity, origin, and nationality. The policy of communists is to unite all oppressed and exploited masses against a common enemy. We anti-imperialists defend the right to self-determination of all nations. Defeating imperialist aggression is part of the tasks of the New Democratic Revolution. That is why we communists must support and take an active part in the resistance, fighting independently and with our own determination against aggression and, in the midst of the struggle, establishing a Marxist-Leninist-Maoist proletarian leadership, which is an indispensable condition for a consistent struggle against imperialism, necessarily linked to the struggle to complete the Democratic Revolution in oppressed countries.
Those who have taken a firm stand in the facts for national resistance against Yankee and Zionist imperialist aggression, in defense of the right to self-determination, are objectively on the side of the anti-imperialist front and should be supported as long as they maintain this position. Therefore, considering that the peoples and working masses of the world are taking up arms against the imperialist aggressors, we must say: “The more, the better!” That other classes also take up arms to defend the sovereignty of a nation is good; we must also say “better more than less.”
All those who act as, or offer themselves as, pawns of the imperialist aggressors are part of the front of imperialist aggression, and it is the duty of anti-imperialists to denounce and combat them.
Yankee imperialism is becoming increasingly isolated, and all the peoples of the world recognize that imperialism is the source of all wars. The struggle against imperialist aggression is a great source of inspiration, and the anti-imperialist movement is rising everywhere. This current is the main basis for the impetus to the development of the Revolution in the world.
However, the consistent struggle against imperialism must not be limited to the struggle against aggression. To develop a consistent struggle, the foundations of imperialist domination in the countries of bureaucratic capitalism—the big bourgeoisie and the landowners—must be destroyed through the New Democratic Revolution. In imperialist countries, the imperialists must be fought in their own citadels, a struggle that must be waged inseparably from the national liberation movement of the colonies and semi-colonies, through the Socialist Revolution. The highest, most concrete, and most consistent expression of the struggle against imperialism is found where it develops as true revolutions led by Marxist-Leninist-Maoist Communist Parties through People's Wars. These struggles are the highest trenches in the fight to sweep imperialism and reaction from the face of the earth and build new power.
That is why, currently, our hearts and minds must turn to the Indian subcontinent, where the Communist Party of India (Maoist) is leading a New Democratic Revolution through People's War, bravely mobilizing the broad masses of the People in defense of their rights, among them the highest: revolution. In the most populous country in the world, the imperialists and their lackeys are waging a terrible war against the people. The infamous Operation Kagaar, which recently ended, was yet another chapter in the War Against the People waged by the Indian ruling classes who are servants of imperialism. Today we can affirm that Operation Kagaar has failed, as have previous operations such as Operation Green Hunt, and all future counter-revolutionary operations against the people will fail, until the final defeat of reaction.
The fascists who seek to stifle the Indian revolution by all means will achieve nothing more than to spread its voice throughout the world. Comrade Basavaraj's battle cry resounds across the globe. The decision of the communists to close ranks with the CPI (Maoist) is the greatest proof of this.
Bombard the headquarters of revisionism!
Chairman Mao taught us that only by combating revisionism is it possible to develop the forces of the revolution. This is because, as we confront new tasks of the world revolution, it is necessary to escalate the struggle between Marxism-Leninism-Maoism and revisionism in all its forms. Today, as we celebrate the 60th anniversary of the Great Proletarian Cultural Revolution, we must reaffirm our struggle against capitalist restoration in China, escalating our fight against the revisionism of the false “CCP.” Xi Jinping’s revisionism represents one of the main variants of revisionism, one of the main dangers to the international proletarian movement and the national liberation movement, and must be fiercely combated on all fronts.
Xi Jinping's revisionism is part of the counter-revolutionary current in the world, which uses false red flags to combat the development of the two currents of the world revolution. Xi Jinping is a faithful follower of Deng Xiaoping's path, defined in 1988 as "moving from class struggle to productivity, from isolation to openness." The Chinese social-imperialists are socialists in words and imperialists in deeds.
The role of social-imperialist China and imperialist Russia in recent conflicts reveals their true nature. Syrian sovereignty was sold in an agreement between Russian and American imperialists, handing the country over to warlords, pro-imperialist Salafist mercenaries, in exchange for their interests in Ukraine. It has been shown how, in collusion and dispute, Russia served Chinese sovereignty on a platter to Yankee imperialists.
In Palestine, while the National Resistance Front wages a fierce war against the occupation and genocide perpetrated by Israel, the Chinese social-imperialists strengthen their relations as Israel's second-largest socio-economic partner and the primary destination for its exports. Through their agents, they encourage capitulation and the bureaucratic path represented by the false "Palestinian Authority."
While making “soft” pronouncements against wars of aggression, the Chinese social-imperialists have, behind the scenes, negotiated the sovereignty of these countries and the interests of the people in exchange for agreements that serve their own economic interests. To divert the anti-imperialist movement from the revolutionary path, revisionist followers of Xi Jinping are attempting to resurrect the so-called “Third World” theories, “Global South” theories, the BRICS, etc. In this, they rely on the help of old revisionist parties around the world. This is a countercurrent that seeks to weaken and divert the national liberation movement to serve the interests of various imperialists.
In 1966, at the beginning of the Great Proletarian Cultural Revolution, Chairman Mao defined revisionism as abandoning the struggle against the enemy. This is the essence of modern revisionism. This is the spirit spread by Xi Jinping's revisionism, the spirit of capitulation in the struggle against imperialism and reaction.
Chairman Mao declared that the proletariat has a bright future and that revolutionaries are optimistic proletarians; this is an ideological issue of great importance. Overcoming the old with the new is a general and inviolable law of the Universe. Pessimism is an expression of revisionism, reflects a non-proletarian ideology, opposed to dialectical materialism, is the antechamber of capitulation and liquidation, and must be swept from our ranks.
The revisionist, capitulationist, and treacherous clique of Sonu in India and their followers in the MCI are loyal standard-bearers of pessimism, capitulation, and a lack of confidence in the masses, the Party, and the revolution. For them, it is not the masses but the imperialists who are all-powerful. They are not interested in the interests and fate of the masses, the proletariat, and the people; the only thing that fills their hearts and minds is individualism.
His spirit is the opposite of that of the true leaders of the CPI (Maoist) like Comrade Basavaraj, who armed the Party with the spirit to fight the enemy bravely, setting an example of sacrificing one's own life for the Party and the Revolution. Defending the path of People's War, Comrade Basavaraj declared that “ the EGLP must become an invincible red army that dares to destroy the enemy, revealing its true valor. The People's War waged by such a red army led by the Party is invincible .”
Furthermore, Comrade Basavaraj emphasized—and proved with his own life—that: “ it is extremely necessary to fight with courage, valor, and sacrifice to defend our Party, the EGLP, and the organs of popular power from the enemy's attacks, to achieve new victories, advance by leaps and bounds, and inflict more losses on the enemy. Therefore, our offensive against the enemy must always be full of class hatred, courage, and determination. We must understand that it is not possible to achieve our political objective and materialize the interests of the people without sacrifice .”
All communists in the world must combat Sonu's capitulationism and embody the audacious spirit of Comrade Basavaraj and dozens of leaders and countless masses who sacrificed their lives for the revolution. By sacrificing his life for the Party and the Revolution, Comrade Basavaraj prevented the ideology of the proletariat and the Party from being tarnished, achieving a complete victory for the CPI (Maoist) against revisionism and capitulation, and thus a victory for the entire ICM.
Xi Jinping has rehabilitated Li Shaoshi, the “Chinese Khrushchev,” to promote the propaganda of “peaceful transition,” “peaceful coexistence,” and “peaceful competition,” replacing the struggle against imperialism and the class struggle with the rotten “theory of productive forces.” Just as the LOD in Peru and Prachanda in Nepal, the Sonu clique in India advocates the denial of the New Democratic Revolution, the denial of the Agrarian Revolution phase, and the denial of the need to destroy the semi-feudal base in semi-colonial countries, claiming that “semi-feudalism has already been overcome” as a “result of imperialist domination.”
Comrade Basavaraj taught us that communists must militarily mobilize the peasantry on a large scale in an armed revolution to fully resolve the land question; this is the most essential basic condition and the precondition for defeating all enemies and completing the New Democratic Revolution. These are truths that must be firmly held by all communists.
There are still covert supporters of Sonu's ideas within the ranks of the MCI, shameful followers of Avakian, Prachanda, the LOD, and Xi Jinping. They dress in red flags to make proclamations "against imperialism and in defense of the People's War in India," but they do not truly fight imperialism in practice and refuse to swim against the current. These gentlemen do not miss a single opportunity to speak out against sectarianism in defense of "unity," but at the same time they fiercely attack anyone who does not accept their "leading role," plotting and conspiring with known traitors and informers, and seeking union with the "ideological charity retirement home" represented by the revisionist ICOR. They are the same ones who, although they hurl harsh words against imperialism, have long since surrendered to the imperialist bourgeoisie in imperialist countries (which also includes their "own bourgeoisie"), and preach social-chauvinism and social-patriotism. This is the fifth column against the MCI and the World Revolution that must be exposed.
Revisionism is the main danger for the MCI; it is a countercurrent that seeks to numb the struggles against imperialism and divert them from their revolutionary content, dividing the two currents of the world revolution.
We must learn and apply what Chairman Mao defined regarding the strategy and tactics of world revolution for the present era: Marxist-Leninist-Maoists of all countries, unite! Revolutionary peoples of the world, unite and defeat imperialism, contemporary revisionism, and all reactionaries! Thus, the national liberation movement unites with the international proletarian movement, and these two forces propel the development of world history.
The proletarian revolution takes a national form, but in its essence it is international. The revolution in each country develops as an inseparable part of the World Revolution. The LCI reaffirms its oath to continue moving heaven and earth to advance the principal task of placing Maoism as the command and guide of the World Proletarian Revolution, reunifying the MCI and advancing the construction of an international organization of the proletariat, on the path to reconstituting the great Communist International, an indispensable example of the communist movement to strike imperialism in every part of the world with a single iron fist.
