On this occasion of the 44th anniversary of the beginning of the people's war in Peru, the Peruvian Popular Movement, an organization generated by the Communist Party of Peru for work abroad, salutes and submits itself firmly and unconditionally to our Headquarters, President Gonzalo, the man largest of the present era and center of party unification, and to Gonzalo thought, our all-powerful ideology, creative application of Marxism-Leninism-Maoism to the concrete conditions of our revolution and guarantee of triumph until communism.
The transcendental importance of the Beginning of the Armed Struggle on May 17, 1980 for the world revolution is immeasurable. The entire process of preparing, initiating and developing the people's war in Peru has given the international proletariat invaluable experiences, decisively breaking with the confusion and passivity spread by revisionism worldwide after the revisionist coup in China in 1976. Experiences that confirm the universal validity of Maoism as a new, third and superior stage of Marxism and the validity of the people's war as the highest military theory of the proletariat "which has universal validity and applies to all types of countries, and must be specified to the conditions of each revolution” (International Line). Today we see that Maoism continues to march irrepressibly to command the new wave of the world proletarian revolution, as expressed in the popular wars and armed struggles under the flag of Maoism in Peru, India, Turkey and other countries, and in the formation of new organizations dedicated to assuming and applying Maoism on all continents.
The people's war in Peru today continues to serve as a beacon and guide of the world revolution and an example that serves as an invincible weapon in the fight against revisionism, which is the main danger for the revolution. The revisionist thesis of the “peaceful transition” to socialism today is being increasingly unmasked and discredited before the masses of the world in the midst of the general and final crisis of imperialism, which is expressed in the current rapid reactionization and fascismization of the Bourgeois states, the total crisis of bourgeois democracy (parliamentarism), and the continuing total bankruptcy of revisionism. The imperialist rapacious wars, the preparations for a new world war of redistribution, the genocides, especially the ongoing genocide in Palestine, and the full and open complicity of the reactionary states and all their representatives – revisionists of all stripes included – all This is rapidly aggravating the revolutionary situation of uneven development in the world, and the masses are clamoring for revolutionary leadership.
Some revisionists opportunistically try to assume this role of revolutionary leaders; Trotskyists, called “Leninists” and the new revisionists under the banner of Maoism; What they have in common is that under their “Marxist” phrases and slogans the same old and rotten revisionist positions are hidden: variants of the “peaceful path”, the denial of the crisis of imperialism, the denial of the fascistization of reactionary States, the embellishment of imperialism (or one or another of the superpowers or imperialist powers), etc. In short, they want to deny precisely the advances and unfading truths of Marxism, established by the people's war. Instead of building or reconstituting Communist Parties as militarized Parties for their primary task of people's war, they insist on the peaceful “accumulation of forces” within the old order, which would supposedly lead to a future “insurrection” with a minimum of violence. Instead of applying the methods that correspond to the current situation of fascism and imperialist war, they insist on perpetually subjecting themselves to the law. Thus, in the name of the “revolution,” they seek to disarm the proletariat and the people, serving the counterrevolution.
Against these rotten and decrepit revisionist “theories”, the Marxists-Leninists-Maoists of the world reaffirm the universal validity of the people's war: it is with the preparation, the beginning and the development of the people's war that we develop the revolutionary situation and mobilize and We organize the masses. We reaffirm that the proletariat in each country urgently needs to build or reconstitute its Communist Party as a militarized Marxist-Leninist-Maoist Party with the main task of preparing, initiating and developing the people's war according to the specific conditions of each revolution. We reaffirm what was established by the great Lenin, to transform the imperialist war into a revolutionary civil war, today as a people's war, and what was established by President Gonzalo, that the world war is the response to the imperialist world war: "the war popular that conceived in those waves leads to that world popular war and to that convergence of the iron legions of the international proletariat, of the peoples who, at the end of the day, will fulfill the historical mission that has been our great destiny, to live these decades in which imperialism and reaction will be swept away because what Chairman Mao foresaw will be fulfilled.
